U.S. Representative John McGuire (VA-05) has introduced the Make the District of Columbia Safe and Beautiful Act, a legislative proposal aimed at addressing crime, homelessness, and vandalism in Washington, D.C. The bill seeks to formalize elements of President Trump’s Executive Order 14252.

“Our Nation’s Capital is a direct reflection on our great country and should be a symbol of pride for the American people and a safe and beautiful location for all who reside and visit,” said Congressman McGuire. “Unfortunately, tourists and residents feel unsafe in the city with the high crime rates, rampant homelessness, and graffiti on historic buildings and monuments. Our citizens deserve a safe capital city with clean streets and beautiful public spaces. I am proud to introduce this bill and take an important step in codifying President Trump’s Executive Order to make Washington, D.C., safe and beautiful again.”

According to information released by McGuire’s office, Washington, D.C. had the fourth-highest homicide rate among U.S. cities in 2024. Nearly 1,600 violent crimes have been reported so far in 2025.

The proposed legislation would require the Secretary of the Interior to develop a program focused on beautifying the District through removing graffiti, restoring federal monuments, and encouraging private-sector involvement. It would also create the DC Safe and Beautiful Commission to coordinate efforts between federal agencies as well as local governments in D.C., Maryland, and Virginia for improved law enforcement within the city.
